Laws must be accurately defined in the language of the realm in which they have jurisdiction. This means that the language used must be clear and accurate in its definitions, and a single source ( not multiple sources ) must be looked to as the ultimate arbitrator of the definition of a word.

The law dictionary is not in and of itself, the law.

Best just to tell people to come back and see you when the mandate becomes passed into law.

If they say it is a law,..then just say “prove it!”
